First Incoporated in 1899, the City is organized as a Council-Manager form of government, whereby the Council serves as the Legislative Body that employs a professional City Manager who serves as the Council's Executive.  Whereas the City Manager is the administrative head of the City, all power and authority is vested with the Council to set policy, adopt rules and regulations and represent and carryout the will of the City's residents.

While the City was first Incorporated by an Act of the Legislature in 1899, the Citizens of Nehalem adopted its first Charter in 1913 and became a Home Rule City.  Subsequently, the Citizens adopted  a new Charter in 1946, with the current Charter adopted in 1998.  You can find a link to the City Charter below.
